Pashto & Dari Source Analysis
Where relevant, Dr Popalzai can examine Pashto and Dari/Farsi sources directly, including political, media and other relevant country material. This can be particularly important where meaning depends upon terminology, register, cultural context or political framing that may not be fully conveyed through translation.
Report Standards
Reports are prepared with regard to the applicable requirements governing expert evidence before the First-tier Tribunal (Immigration and Asylum Chamber) and, where applicable, the Upper Tribunal.
Reports identify the questions addressed, relevant material considered, sources relied upon and the basis of the expert's opinion. Where instructing solicitors identify particular country-guidance findings, Home Office country material or other factual propositions requiring consideration, Dr Popalzai addresses the underlying country issues from the perspective of his Afghanistan expertise and within the limits of that expertise. He does not provide legal opinion.
Independence
Dr Popalzai's opinion is independent of the party instructing him. His overriding duty when providing expert evidence is to assist the court or tribunal by providing impartial, objective evidence. That duty takes precedence over the interests of the instructing party. His conclusions therefore reflect his assessment of the evidence, including where they do not support the instructing party's position.

Frequently Asked Questions
What can an Afghanistan country expert address?
A country expert may address factual and contextual questions falling within the expert's specialist knowledge, such as country conditions, political and security developments, the Taliban, local or regional circumstances, social and cultural context, and relevant country-of-origin information.
What should a solicitor provide when making an enquiry?
An initial enquiry should ideally identify the nature of the proceedings, the principal Afghanistan issues, the questions requiring expert consideration, relevant deadlines and the anticipated scope.
Can Pashto and Dari/Farsi sources be considered directly?
Yes. Dr Popalzai can examine relevant Pashto and Dari/Farsi material directly rather than relying solely on English translations.
How long does an expert report take?
Timescales depend on the scope, complexity, volume of material and urgency of the instruction. The proposed timetable is agreed before the instruction is accepted.
Can a preliminary or limited-scope opinion be provided?
Potentially. Where appropriate, a preliminary or limited-scope written opinion may be considered subject to the issues raised, available material, timescale and agreed fee.
Is Dr Popalzai available to give oral evidence?
Availability to give oral evidence can be discussed when required as part of an instruction.
How are fees agreed?

Does a country expert provide legal advice or decide whether an appellant is credible?
No. Dr Popalzai addresses country questions within his expertise. He does not provide legal opinion or determine the credibility of an individual's account.
